Asoka was an acclaimed warrior and ruler until he was converted to a humane way of thinking. When I was in India, I saw a carved stone. It was a proclamation from Asoka that every community in his influence should have free medical clinics for both humans and animals. I don't have the details or the date of this announcement, but it was one hell of a long time ago.
I can't quite see that happening again any time soon.
